This is a very cute dog jacket. Our 18# Shih Tzu wears it when it's cold. I didn't downgrade rating for the one issue that we have with the hood. Our dog's head is "in front" of his body, so the hood doesn't really fit on his head. The construction is better suited for a dog who's head is "on top of" it's body.
